


Edmund Caulfield is an experienced attorney and infrastructure advisor specializing in public-sector governance, procurement, and complex public-private project delivery agreements. He has served as lead counsel on more than $1 billion in federally compliant construction procurements and has extensive experience structuring agreements between public agencies, utilities, and private-sector partners.

As the first General Counsel for the Gateway Development Commission, he oversaw all legal aspects of the Hudson Tunnel Project, implementing governance policies at this newly established bi-state public authority, and negotiating framework agreements for project delivery. Previously, as Senior Counsel in the New Jersey Governor’s Authorities Unit, he worked closely with executive teams and Board leadership on major initiatives at NJ TRANSIT and the Port Authority of New York and New Jersey, as well as numerous other state and bi-state infrastructure and development related public authorities. Edmund began his career as an associate at Connell Foley LLP specializing in commercial litigation.
