


Eric Daleo is a senior infrastructure executive and attorney with extensive experience leading major capital programs and securing funding for complex transportation projects. He has helped advance over $20 billion in infrastructure investment, structuring alternative project delivery models and navigating federal and state approvals.

As the first Chief Program Officer of the Gateway Development Commission, he secured the nation's largest Full Funding Grant Agreement for the Hudson Tunnel Project in just 24 months. Previously, as Senior Vice President of Capital Programs at NJ TRANSIT, he led the agency’s $2 billion recovery from Superstorm Sandy and oversaw the deployment of Positive Train Control across 350 miles of railroad, meeting federal deadlines ahead of schedule.

Eric has deep expertise in funding strategy, project execution, and multi-stakeholder coordination. He played a central role in advancing the Portal North Bridge from early engineering to a fully funded construction contract—NJ TRANSIT’s largest infrastructure procurement.

He previously served as a Special Advisor in the New Jersey Governor’s Office of Recovery and Rebuilding and as a litigation associate at Patton Boggs LLP. At Telos, he helps public and private sector clients successfully advance complex infrastructure initiatives. Eric holds a BA and an MA from the George Washington University and JD, magna cum laude, from Rutgers Law School.
