As Deputy Assistant Secretary for Transportation Policy at the U.S. Department of Transportation, Felicia supported the Department’s policy development and grant program efforts across all modes of transportation and provided leadership on initiatives that advance mobility, safety, and economic competitiveness.

Prior to joining the Office of the Secretary, Felicia served as Associate Administrator for the Federal Transit Administration’s Office of Planning and Environment, where she provided executive direction for FTA activities related to transportation planning and environmental programs, including leadership of the $4 billion Capital Investment Grants Program. 

 

Earlier in her federal career, Felicia held senior policy roles at the Federal Highway Administration, serving as a Lead Transportation Specialist for Policy and Program Development in the Office of Project Development and Environmental Review, where she led oversight for environmental policy and program development and managed research funds supporting FHWA priorities. 

 

Before entering federal service, Felicia served in leadership roles with the Maryland State Highway Administration, including as Deputy Director of Planning and Preliminary Engineering where she managed major capital and system preservation programs and oversaw $5.4 billion of the six-year Consolidated Transportation Program, along with statewide planning and research and transportation improvement programs. Felicia holds a Bachelor of Science in Civil Engineering from North Carolina State University. 

 

Felicia joined Telos Advisers in 2026 as a Senior Director, working with the firm’s Principals and clients on high-complexity transportation and infrastructure initiatives. She brings deep experience shaping national transportation policy and directing capital investment to achieve major infrastructure projects.
