Megan Strickland

Founder, Principal Managing Director

Megan Strickland is an experienced attorney and infrastructure advisor specializing in compliance, funding strategy, and regulatory oversight. She has helped advance some of the nation’s most complex transportation projects, securing billions in federal funding and ensuring accountability in major capital programs. 

​

As Deputy Chief Program Officer at the Gateway Development Commission, she negotiated the project development agreement for the $16.1 billion Hudson Tunnel Project and secured the largest Federal Transit Administration grant in history. Previously, at NJ TRANSIT, she served as Chief, Capital Compliance where she developed and led the agency’s first integrity oversight program to safeguard over $2 billion in federal disaster relief funding. 

 

Megan has extensive experience managing federal audits, regulatory investigations, and infrastructure disputes. She has led responses to reviews by the U.S. Department of Transportation Office of the Inspector General, the Federal Transit Administration, and the Federal Railroad Administration. 

 

She previously served as a legal and compliance executive in the public sector and as an attorney in private practice. Megan holds a BA from Villanova University and a JD from Seton Hall University School of Law. At Telos, she helps public and private sector clients navigate funding, compliance, and regulatory challenges to keep infrastructure projects on track.
