Paola Cala Ortiz specializes in delivery strategy, procurement, and contract administration for major infrastructure projects. She has led government clients in structuring complex public procurements and served as the lead contract administrator for the largest professional services contract ever awarded in North America.

At the Gateway Development Commission, she managed the Hudson Tunnel Project Delivery Partner contract, overseeing project phasing, onboarding over 200 team members, and implementing key performance metrics to ensure successful execution. She also coordinated interagency efforts across multiple stakeholders, including Amtrak, NJ TRANSIT, and the Port Authority of New York & New Jersey.

 

Previously, Paola served as a principal advisor to the Colombian National Guarantee Fund and Chief of Staff to the Mayor of Bogotá. She holds a Master’s in Public Administration from Columbia University, as well as a Master’s in Public Policy and a Bachelor’s in Economics from Universidad de los Andes.
